President Declares Disaster for LouisianaTuesday, July 14, 2015 - agrandon

WASHINGTON, D.C.  – The U.S. Department of Homeland Security's Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Louisiana to supplement state, tribal, and local recovery efforts in the area affected by severe storms and flooding during the period of May 18 to June 20, 2015.

The President's action makes federal funding available to state and eligible tribal and local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by severe storms and flooding in Bossier, Caddo, Grant, Natchitoches, and Red River parishes.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

William J. Doran III has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Doran said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama's disaster declaration issued for the State of Louisiana.

Assistance for the State, Tribal and Affected Local Governments Can Include as Required:

WASHINGTON, D.C. -- The U.S. Department of Homeland Security's Federal Emergency Management Agency announced that federal disaster aid has been made available to the state of Arkansas and ordered federal aid to supplement state, tribal, and local recovery efforts in the area affected by severe storms, tornadoes, straight-line winds, and flooding during the period of May 7 to June 15, 2015.

The President's action makes federal funding available to affected individuals in Crawford, Garland, Howard, Jefferson, Little River, Miller, Perry, Sebastian, and Sevier counties.  Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.     

Federal funding also is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, tornadoes, straight-line winds, and flooding in Clark, Crawford, Dallas, Franklin, Garland, Hempstead, Howard, Independence, Izard, Jefferson, Johnson, Lafayette, Little River, Logan, Madison, Marion, Miller, Montgomery, Nevada, Newton, Ouachita, Perry, Pike, Polk, Scott, Searcy, Sevier, and Yell counties.

Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

Individuals and business owners who sustained losses in the designated area can begin applying for assistance by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362) or by web enabled mobile device at m.fema.gov.  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 9 p.m. (local time) seven days a week until further notice.

FEMA Awards $1.9 Million to New Mexico’s Pueblo of Santa Clara for 2012 FloodingTuesday, April 8, 2014 - agrandon

DENTON, Texas – Federal funding totaling more than $1.9 million from the Federal Emergency Management Agency is making its way to the Pueblo of Santa Clara in New Mexico. It is the first in a series of reimbursements that are critical to the future recovery of the Santa Clara Canyon.

The funding is 75 percent of the total project cost of $2.5 million. It pays for the architectural and engineering costs associated with the structural and hydrological redesign and/or replacement of four earthen dams and spillways damaged during summer flooding in 2012. Additional funding approval to cover the cost for repair or improved projects is in process.

There are four main retention ponds in the upper Santa Clara Canyon. During heavy rain and flooding in late June and early July 2012, the ponds filled with debris and the spillways of each pond suffered severe damage from erosion and debris impact. The earthen dams of each pond also suffered severe erosion.
The flooding incident resulted in a major disaster declaration, not only for the Pueblo of Santa Clara, but also for the Mescalero Apache Tribe and Lincoln, Sandoval and Los Alamos counties. The same areas in the Santa Clara Canyon have flooded twice since the 2012 declaration.

To date, FEMA has awarded more than $10 million in Public Assistance funds to eligible applicants under the declaration, with $6.6 million of the funds paid for emergency projects and the remaining $3.4 million awarded for permanent work.

The mission of FEMA’s Public Assistance Grant Program is to provide assistance to state, tribal and local governments, and certain types of private nonprofit organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the president.

Through the program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit (PNP) organizations.

Santa Clara Pueblo in New Mexico and FEMA Region 6 to Sign Disaster Assistance AgreementSaturday, November 2, 2013 - agrandon

SANTA FE-- The formal signing of an agreement between the Santa Clara Pueblo and the Federal Emergency Management Agency will mark a first for both the Pueblo and FEMA Region 6.

The Santa Clara Pueblo is the first federally recognized tribe in Region 6, which includes New Mexico, Texas, Oklahoma, Louisiana and Arkansas, to go directly through Region 6 to request and receive a federal declaration following the amendment of the Stafford Act earlier this year. The amendment gives tribal governments the option of requesting a major disaster declaration without going through a state government.

It’s beneficial to all parties when we can achieve government-to-government working relationships like this,” said Lt. Governor John Shije. “The tribe is very much in need of this assistance. We are grateful for the support of the President and our partners at FEMA Region 6.”

The Pueblo recently received not one, but two federal declarations. President Obama approved declarations on Sept. 27 for flooding in mid-July and on Oct. 24 for flooding in mid-September.

FEMA's Public Assistance Program provides supplemental funding to state, tribal and local governments and certain private nonprofit organizations to help them recover from disasters. It reimburses eligible applicants for extraordinary costs incurred while responding to a disaster and costs related to restore damaged infrastructure. FEMA's Hazard Mitigation Grant Program provides funds to supplement those of eligible applicants to undertake projects that build resilience and eliminate or reduce damage in future hazardous events.

FEMA’s Environmental Planning and Historic Preservation (EHP) program integrates the protection and enhancement of environmental, historic, and cultural resources into FEMA's mission, programs and activities; ensures that FEMA's activities and programs related to disaster response and recovery, hazard mitigation, and emergency preparedness comply with federal environmental and historic preservation laws and executive orders; and provides environmental and historic preservation technical assistance to FEMA staff, local, State and Federal partners, and grantees and subgrantees.

In addition, assistance is available to the state and eligible local governments on a cost-sharing basis for snow assistance, for a continuous 48-hour period during or proximate to the incident period in Dewey and Ellis counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Sandy Coachman has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Coachman said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama's disaster declaration issued for the State of Oklahoma.

Assistance for the State and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for removing debris from public areas and for emergency measures taken to save lives and protect property and public health.   • Payment of not less than 75 percent for snow assistance, for a specific period of time during or proximate to the incident period. Snow Assistance may include snow removal, de-icing, salting, snow dumps, and sanding of roads. (Source: FEMA funded, state administered.)
  • Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities.   • Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by state and local governments to prevent or reduce long-term risk to life and property from natural or technological disasters. (Source: FEMA funded, state administered.)

How to Apply for Assistance:

  • Application procedures for state and local governments will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the state from funding provided by FEMA and other participating federal agencies.

President Shelly Welcomed Navajo Nation’s New Emergency Management DirectorMonday, December 24, 2012 - agrandon
Whitehair as the new director of Navajo Nation Department of Emergency Management.

“As leaders, we are always encouraging our children to become educated, get experience and come home to help our people. Ms. Whitehair has done that. She brings national expertise to our Department of Emergency Management. Her professional experience will also help improve emergency management from the chapter level upward,” President Shelly said.

Whitehair most recently work as a program manager for the National Congress of American Indians in Washington, D.C. and started her new position with the Navajo Nation at the end of November.

Whitehair is To'aheedliinii and born for Tsin Sikaadnii.

“We are pleased to have Ms. Whitehair leading an important program within the Division of Public Safety. She has extensive experience at many different levels of emergency management. From the volunteer level through the ranks to her most recent work at NCAI. Her wealth of experience will help enhance our services,” Public Safety Director John Billison said.

Whitehair work experience began as volunteer fire fighter at the Window Rock Fire Department.

“They were tough on us,” she recalled about her training. She said she learned the importance of being responsible for personal safety in emergency situations.

Her experience eventually led her to complete her Bachelor’s Degree in Emergency Medical Services from the University of New Mexico in 2002.

“My passion is emergency management and homeland security. I wanted to bring my passion and my focus to the Navajo Nation,” Whitehair said.

Whitehair said she wants to create programs for the chapters to become more engaged in planning for emergencies. She also wants to help establish a 911 alert system and train more people to respond to emergencies, who would eventually train others to respond to emergencies.

Whitehair added that her previous experience at the state of Arizona and National Congress of American Indians has broadened her network and wants to bring the network of professional contacts to the chapter level.

Whitehair worked previously for the Navajo Nation as a judicial liaison for the Navajo Chief Justice. She was also inducted into the International Women in Homeland Security and Emergency Management Hall of Fame in 2011.

“Ms. Whitehair’s knows many people throughout the country and knows many of the processes. Her experience at different levels make her an asset to the Navajo Nation,” President Shelly said.

Whitehair wants to help the Department of Emergency Management become better and make use of youth and elders.

“I look forward to bringing my experience from the state and national level to benefit my People. We will be consistently moving forward to strengthen preparedness and resiliency of our communities, especially with bridging the talent of our Diné youth with the expertise and training of our veterans, through the guidance of our elders,” Whitehair said.

President Declares Major Disaster for New MexicoMonday, August 27, 2012 - agrandon

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that federal disaster assistance has been made available to New Mexico to supplement state, tribal, and local recovery efforts in the area affected by flooding during the period of June 22 to July 12, 2012.

Federal funding is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the flooding in the counties of Lincoln and Sandoval and the Santa Clara Pueblo.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and tribes within the state.
